The mission of the Community Board for Police Accountability (CPBA) and the Office of Community-based Police Accountability (OCPA - together, the Oversight System) is to:
- independently investigate sworn employees and supervisors thereof within the Portland Police Bureau promptly, fairly and impartially
- impose discipline if determined appropriate by the Community Board for Police Accountability
- make recommendations regarding police practices, policies and directives to Portland Police Bureau with a primary focus on community concerns.
The CBPA is a governing body, not an advisory board. Members become “public officials” under the law when performing this work. Board members are placed in a position of trust and must complete the required trainings, prepare for and attend meetings, review investigations, listen to testimony, read and understand long documents and if needed, decide appropriate discipline.
The CBPA will appoint a director of the Office of Community-based Police Accountability. The director of the OCPA will hire city employees who will conduct investigations of community reported misconduct against the Portland Police Bureau (PPB).
The Mayor, City Council, Auditor, City Administration and other agencies are prohibited from interfering with CBPA’s independent judgement.
