PROCLAMATION CRITERIA
- The requestor must draft the proclamation themselves. The City of Portland will provide a template to follow.
- The proclamation must be written in 500 words or less AND fit on one page.
- The proclamation must be submitted with this request form.
- The proclamation must be submitted thirty (30) days prior to the date proclaimed.
- The requestor must be from an individual (or individuals) in the community or have connection to a community organization. If City staff are requesting on behalf of community, then a community contact must be identified.
- The individual or organization being recognized in the proclamation must be of significance and relevance to Portland. Individual businesses may be issued a proclamation on a case-by-case basis at the discretion of the Mayor's office. Proclamations need to be tied to community and connected with community.
- To avoid offense, especially in picking one to issue while denying others, proclamations raising awareness for medical conditions/medical professionals will not be issued. We recognize the importance of raising awareness but we lack the capacity to issue these proclamations.
- Proclamations are no longer being presented at city council sessions.
PROCLAMATION REVIEW PROCESS
- Once the requestor submits the draft proclamation, the Office of Community and Civic Life will review it and submit it to the Mayor's office for approval.
- Once the Mayor's office approves the proclamation, the Office of Community and Civic Life will ensure the proclamation is printed, signed and sealed with the seal of the City of Portland.
- The Office of Community and Civic Life will work with the requestor to deliver a physical copy of the proclamation to the requestor.
- If requested, the Office of Community and Civic Life will work with Central Communications to issue a press release and/or share the proclamation on social media.
If you do not submit this form and a copy of the draft Proclamation at least thirty (30) days prior to the requested issue date, we may be unable to fulfill your request.

Please use this template to draft your proclamation. Please add more Whereas statements if needed, but limit entire proclamation to 500 words or less.
When the proclamation is approved, the City will be responsible for formatting the draft proclamation in decorative font, printing it on formal parchment paper, and embossing it with the City seal along with the Mayor’s signature.
