Mayor Keith Wilson will file an ordinance this week to formally codify the Portland Committee on Community Engaged Policing in city code – ensuring the continuation of a vital community partnership with the shared goal of fostering equitable, constitutional policy and public engagement that builds trust between the Portland police and communities they serve.

The committee, known as PCCEP, is an independent community advisory group that works with the Mayor, Portland Police Bureau, and Portland's diverse communities. It was first created by the City's settlement agreement with the U.S. Department of Justice.

The PCCEP requirements in the settlement agreement are subject to termination because the City has maintained substantial compliance for more than two years. The City and U.S. Department of Justice plan to file a joint motion with the court to formally terminate those paragraphs.

"The Portland Committee on Community Engaged Policing is not just part of our past, it's part of our future," Wilson said. "I'm grateful for all the work the committee has done to support better policing, center community voices, and build public trust, and I'm glad that work will continue."

This proposed code language closely reflects language proposed by PCCEP in July 2024, with minor updates to reflect the City's new governmental structure and charter language, and to incorporate settlement agreement requirements now subject to termination. The code would formally establish PCCEP as an advisory body to the mayor and police chief, preserving its direct relationship with executive leadership.
