Today, we pay tribute to the ongoing impact of the Portland Opportunities Industrialization Center (POIC) and Joe McFerrin II, an exemplary figure in our city's journey towards inclusivity, empowerment, and progress.

In accordance with this acknowledgment, we recognize:

Whereas, Portland Opportunities Industrialization Center (POIC) was founded in 1967 as a community-based training center dedicated to providing education, job training, and career placement services for historically underserved youth and adults in Portland; and

Whereas, POIC has grown into a vital institution that meets the evolving needs of the community by offering culturally specific, wrap-around services that support education, workforce development, and mentorship; and

Whereas, in 1983, POIC expanded its impact by establishing Rosemary Anderson High School (RAHS), named in honor of its founding executive director, to serve students who have been disconnected from traditional education pathways; and

Whereas, POIC and RAHS collectively serve more than 3,000 students, trainees, and families annually, providing critical resources to help individuals achieve self-sufficiency and economic mobility; and

Whereas, Joe McFerrin II joined POIC in 1995 as a student counselor, demonstrating an unwavering commitment to mentoring and uplifting young people, and has since dedicated 30 years of service to the organization and the broader Portland community; and

Whereas, as President and CEO of POIC, Joe McFerrin II has continued the legacy of his grandmother, Rosemary Anderson, expanding the organization’s reach and strengthening its role as a cornerstone of opportunity for underserved communities; and

Whereas, under his leadership, POIC has deepened its partnerships with local businesses, government agencies, and community organizations to create pathways to education, employment, and success for thousands of Portland residents; and

Whereas, Joe McFerrin II is a tireless advocate, leader, and mentor whose contributions to equity, workforce development, and youth empowerment have transformed countless lives.

Today, we are proud to stand in solidarity and celebrate his great sacrifice, work, and excellence.

Now, therefore, I, Keith Wilson, Mayor of the City of Portland, Oregon, the “City of Roses,” do hereby proclaim March 6, 2025, to be Joe McFerrin II Day in Portland and encourage all residents to recognize and celebrate his profound contributions to our community.
