Changes to charter, code, and policies

Changes include clarifying and expounding upon on-scene responsibilities following deadly force and in-custody deaths; incorporating Body-Worn Camera (BWC) guidance; providing increased guidance on Training Review; and other style and formatting updates for consistency with other Bureau directives.

This directive is named in the settlement agreement between the City of Portland and the United States Department of Justice and is required to be reviewed on an annual basis.  The Policy Development Team does not anticipate making substantive procedural changes.
