The OIR Group presents their reports of closed investigations of Portland Police Bureau officer-involved shootings, uses of deadly force, and in-custody deaths.

City Code requires that Independent Police Review (IPR) retain the services of an outside expert to review completed investigations of officer-involved shootings and in-custody deaths.

Since 2010, The OIR Group has served as the City’s outside expert to review these closed cases and provide their insights and recommendations to the City.
