The City of Portland continues to move forward in the mandatory multiyear Federal Energy Regulatory Commission (FERC) relicensing process for the Portland Hydroelectric Project (PHP). As part of the relicensing process, FERC will complete an environmental review that will be used to determine whether, and under what conditions, to issue a new license for the project. To help their environmental review of the PHP, FERC started the scoping process in February.
The scoping process is used to identify issues, concerns, and opportunities for enhancement or mitigation associated with a proposed action. FERC issued Scoping Document 1 in February, describing issues to be addressed in the environmental analysis for the project. FERC also hosted an environmental site review (site visit) and two scoping meetings to learn more about the PHP.
