Please note:

In the event of a Severe Winter Weather Declaration, the City will not require people to move during campsite cleanups. Sites that have been posted will be cleared of any trash and/or bio-hazard material during the severe weather, but occupants will not be required to move until the Severe Winter Weather Declaration has been lifted. Sites that have been posted but not completely cleaned due to the weather, will be reposted and cleaned in the coming weeks. Severe Weather criteria: The Joint Office, as well as Multnomah County and Portland Emergency Management, use the following criteria to determine when conditions pose a danger to exposed vulnerable people. Any one of the criteria below will result in a Severe Weather Notice if the conditions are forecasted to persist for four (4) hours or more during what would be severe weather shelter operating hours (8pm-7am):

  1. Forecasted temperature of 25° F (-3.9° C) or below.

  2. Forecasted snow accumulations of 1.0 inch or more sticking to the ground in most locations.

  3. Forecasted temperature at or below 32° F (0° C) with driving rain of 1.0 inch or more overnight.

  4. Other conditions, including severe wind chills or extreme temperature fluctuations.

From February 14-20, 2022, the Impact Reduction Program:

  • Received 1,118 new campsite reports, including 148 reports of people living in vehicles
  • Observed about 355 active campsites, accounting for duplicate reports about the same locations
  • Assessed approximately 516 campsites, engaging with people living there, collecting garbage and biohazardous materials, and coordinating with service providers
  • Cleaned 14 campsites, removing only identified garbage and biohazardous materials
  • Removed 12 campsites that posed a risk to health and safety, safely storing campers' personal property

North Portland

The Impact Reduction Team cleaned the following sites:

  • N Gert Rd and N MLK
  • N Montana and N Buffalo

The Impact Reduction Team cleaned and removed the following sites:

  • PCT N Fessenden – Columbia
  • N Denver and N Schmeer bike park

Based on health and safety criteria, the following locations have been posted for removal:

  • PCT N Columbia to N Fessenden
  • N Going and N Greely
  • Swan Island Boat Ramp area
  • I-5 SB at N Skidmore
  • I-5 N Skidmore Loop

Northeast Portland

The Impact Reduction Team cleaned the following sites:

  • NE 122nd Ave and NE Marine Drive
  • Near 9817 E Burnside
  • Near 3621 NE 112th Ave
  • NE Knott and NE Rodney
  • NE 82nd Ave and NE Milton
  • Near 6415 NE Killingsworth
  • NE Alderwood and NE Glassplant

The Impact Reduction Team cleaned and removed the following sites:

  • NE Airport Way west off ramp
  • NE Oregon and NE Lloyd
  • NE 1st and NE Multnomah
  • NE Wheeler and NE Multnomah

Based on health and safety criteria, the following locations have been posted for removal:

  • I-205 SB NE Glisan – NE Stark
  • I-5 NE Marine Drive Ramp

Southeast Portland

The Impact Reduction Team cleaned the following sites:

  • Near 3705 SE Main
  • SE 61st and SE Powell

The Impact Reduction Team cleaned and removed the following sites:

  • SWCT SE 82nd to Lambert Field
  • SE 124th Ave and SE Division (a)
  • SE Salmon under I-5
  • Near 2829 SE 89th Ave
  • SE 63rd Ave and SE Center

Based on health and safety criteria, the following locations have been posted for removal:

  • SE 94th and SE Salmon
  • I-205 MUP SE 94th and SE Salmon
  • Sunnyside School/Park (Safe Routes to School)
  • Laurelhurst Park area
  • SE Oak and SE 11th-12th

Southwest Portland

The Impact Reduction Team cleaned the following sites:
