When community members report concerns about campsites, the Homelessness and Urban Camping Impact Reduction Program assesses each location, helps clean up trash and debris, and evaluates health and safety risks. See how the program served Portland this week.

From February 7 - 13, 2022, the Impact Reduction Program:

  • Received 1,050 new campsite reports, including 167 reports of people living in vehicles
  • Observed about 291 active campsites, accounting for duplicate reports about the same locations
  • Assessed approximately 446 campsites, engaging with people living there, collecting garbage and biohazardous materials, and coordinating with service providers
  • Cleaned 9 campsites, removing only identified garbage and biohazardous materials
  • Removed 17 campsites that posed a risk to health and safety, safely storing campers' personal property

North Portland

The Impact Reduction Team cleaned the following sites:

  • I-5 N Skidmore SB
  • I-5 SB at N Skidmore Overpass

The Impact Reduction Team cleaned and removed the following sites:

  • I-5 NB N Alberta and N Missouri
  • N Flint and N Hancock
  • N Flint and N Tillamook
  • I-5 SB and N Rosa Parks
  • I-5 SB and N Lombard
  • I-5 NB and N Lombard

Based on health and safety criteria, the following locations have been posted for removal:

  • N Montana Ave and N Lombard St
  • PCT N Fessenden to N Columbia
  • N Going and N Greely
  • N Denver Ave and N Schmeer Rd bike path
  • Swan Island Boat Ramp Area
  • I-5 SB at N Skidmore Overpass

Northeast Portland

The Impact Reduction Team cleaned the following sites:

  • NE 123rd Ave and NE Marine Dr
  • Near 4210 NE Cully 
  • E Burnside and NE 99th Ave

The Impact Reduction Team cleaned and removed the following sites:

  • NE 25th-28th and NE Holliday
  • NE 1st Ave and NE Oregon St
  • NE 124th-127th and E Burnside

Based on health and safety criteria, the following locations have been posted for removal:

  • NE 68th Ave and NE Broadway
  • NE Airport Way I-205 NB off ramp
  • NE Oregon St and NE Lloyd  (Peace Memorial Park)
  • NE 1st Ave and NE Multnomah St underneath I-5
  • NE Wheeler and NE Multnomah St

Southeast Portland

The Impact Reduction Team cleaned the following sites:

  • Near 7500 SE Lambert
  • SE 82nd and SE Harney
  • SE 96th Ave and SE Main - Market

The Impact Reduction Team cleaned and removed the following sites:

  • ODOT Parking lot on SE Salmon
  • SE Salmon and SE Water PBOT
  • I-205 MUP SE Schiller - Harold
  • SE 82nd Ave and SE Crystal Springs
  • SE Division PL and SE Grand Ave, including SE Ivon St
  • SE 3rd and SE Oak to Pine
  • SE 15th Ave and SE Powell Blvd

Based on health and safety criteria, the following locations have been posted for removal:

  • SE 94th and SE Salmon Ct
  • 1-205 MUP at SE 94th Ave and SE Salmon 
  • I-205 MUP SE Schiller – Harold
  • SWCT Se 82nd Ave to Lambert Field
  • SE Oak and SE 11th – 12th Ave

Southwest Portland

The Impact Reduction Team cleaned the following sites:

  • I-405 NB off ramp as SW Salmon 

The Impact Reduction Team cleaned and removed the following sites:

  • The Impact Reduction Team responded to multiple reports in Southwest to conduct assessments and remove garbage and biohazardous materials.

Based on health and safety criteria, the following locations have been posted for removal:

  • I-405 NB from SW Naito - SW 4th Ave off ramp
  • I-405 SB from SW 4th - Naito Pkwy

Northwest Portland

The Impact Reduction Team cleaned the following sites:

  • The Impact Reduction Team responded to multiple reports in Southwest to conduct assessments and remove garbage and biohazardous materials.

The Impact Reduction Team cleaned and removed the following sites:

  • NW 18-19th and Savier-Thurman

Based on health and safety criteria, the following locations have been posted for removal:

  • NW 16th & Quimby – Pettygrove
  • NW Irving and NW Broadway to 5th-6th around Greyhound Station
  • NW Hoyt St between NW Park Ave and Broadway St
