City Shelter Services provide an entry point for Portlanders moving from life on the streets to more stability and housing, with services including case management, mental and behavioral health support.

Campsite Data

Using empathy and innovation, the City's Impact Reduction Program minimizes the impacts of homelessness today while partner programs expand access to safe, affordable housing. The Impact Reduction Program provides garbage removal, day storage, resource referrals and job opportunities – and removes campsites that pose the highest risk to health and safety.

The City's Impact Reduction Program Data Dashboard provides current information and status updates about unsanctioned campsite reports, site assessments, and removals. Photos of posted notices and before and after photos are also available.

Camping Enforcement Data

Portland's Public Camping Ordinance prohibits camping in public spaces when people have access to reasonable alternate shelter. It also sets rules for camping that threatens health and safety. The City paused enforcement in February 2025 and resumed enforcement in November 2025 with an emphasis on connecting people to shelter and supportive services.

Portland Housing Bureau fosters an inclusive and sustainable city by creating stable, and long-term housing opportunities for Portlanders. We fund affordable housing, ensure protections for renters, and preserve existing homes.

Eviction Prevention Data

The Portland Housing Bureau offers free legal support for low-income tenants facing eviction. Track progress on this dashboard.

Public Safety Data

Portland Street Response offers compassionate mobile crisis response for people experiencing non-life-threatening mental or behavioral health crises. They're staffed with medical personnel, licensed mental health crisis workers, case managers, and peer support specialists. They respond to calls involving people living inside and outside.

Portland Fire & Rescue Community Health Assess and Treat (CHAT) provides immediate care and connects people to long-term resources like doctors, health plans, and treatment options. They also respond to overdose calls.

The Multnomah County Communicable Disease Services Department maintains a drug overdose dashboard with data on 911 calls, ambulance dispatch, emergency department calls, and deaths.

Multnomah County Data

The Multnomah County Homeless Services Department provides a data dashboard with a monthly view of data that helps track local progress in addressing our homelessness crisis. It shows how many people are experiencing homelessness, and it provides data on how many people are being served with housing, shelter, support services and eviction prevention.
