Portland's city government includes a city council that represents community members and passes legislation, and an executive branch that runs day-to-day operations under the leadership of a mayor and city administrator. Operations are organized in four service areas.

Executive Office

Under the leadership of the mayor and city administrator, the city's executive office includes citywide programs such as engagement, equity, government relations and Portland Solutions. This is also the home base for the chief financial officer, who directly oversees core financial functions.

Portland's executive branch includes four service areas:

  • Community & Economic Development
  • Public Safety
  • Public Works

 

Citywide Practices

During 2025, the city is assessing core citywide practices and recommending staffing models that align with Portland's new form of government. Going forward, teams for each of these areas will be embedded in service areas and report to citywide leaders:

  • Engagement
  • Equity
  • Human Resources
  • Technology
  • Procurement
  • Security
