Community members have an easy way to connect with the City of Portland and Multnomah County by calling 3-1-1, seven days a week, from 7 a.m. to 6 p.m., excluding federal holidays. Customer service representatives are trained to help answer non-emergency questions, report issues, request assistance and connect community members with the right local government service.

Nearly 70% of calls to 311 are answered in less than 25 seconds, helping community members get the information or assistance they need without having to figure out which City or County bureau or department to contact.

"Sometimes the hardest part of getting help is knowing where to start," said Portland Mayor Keith Wilson. "PDX 311 gives Portlanders a place to start. Whether you have a question about your neighborhood, need help navigating a City service or simply aren't sure who to call, 311 can help point you in the right direction. I'm grateful to the 311 team for being a friendly and knowledgeable connection between our community and local government."

The need for this resource has grown. In 2022, community members contacted PDX311 more than 142,000 times. By 2025, that number had grown to more than 230,000 contacts — an increase of nearly 62%. Most contacts are made by phone.

"People shouldn't have to understand how local government is organized to get help," said Betsy Drake-Studstill, 311 Program Manager. "That's what we're here for. Whether someone wants to report a pothole, find out when their garbage is collected, ask about a street closure or figure out where to drop off their ballot, our team can help them find an answer or connect them with the right resource. We want every person who contacts 311 to feel like they reached someone who is ready and willing to help."
 

What can PDX 311 help with?
Community members can contact 311 for a wide range of non-emergency City and County questions, reports and service requests, including:

  • Report community concerns: Report camping, abandoned vehicles, graffiti, trash, noise, traffic safety issues, right-of-way obstructions, code violations, construction-site nuisances and other neighborhood livability concerns. Staff can also help connect people with street outreach services.
  • Find information about City services and facilities: Get information about parks and recreation facilities, City facilities, parking rules, City Council agendas, elected official contacts, programs and City staff.
  • Get property and neighborhood information: Find utility providers; garbage, recycling, compost and street sweeping schedules; zoning and permit information; and what district you live in.
  • Connect with City opportunities: Find City employment and contract opportunities.
  • Request accessibility and language assistance: Make an ADA or language-access request or complaint.
  • Get Multnomah County Circuit Court information: Directions, hours, and paying traffic and parking tickets.

Community members can also email 311@portlandoregon.gov or visit the Portland Building Customer Service Desk at 1120 SW 5th Avenue on weekdays.

Help is available in multiple languages

Community members do not need to speak English to use PDX 311. When calling 311, callers can say the language they need and wait while staff connect them with an interpreter. Callers can also use 711 relay services for people who are deaf, deafblind or have a speech impairment.

PDX 311 is also available on weekends, giving community members another option for non-emergency local government questions and service requests outside regular weekday business hours. This helps keep emergency and public safety lines available for calls that require an emergency response.

Remember: Call 911 for emergencies. An emergency is a situation in which someone's life or property is in immediate danger. For non-emergency questions, concerns or requests for local government assistance, try 311 first.
