 City Administrator Michael Jordan issued a memo Monday, Aug. 11, recommending a change in traffic flow to two blocks in Northwest Portland to address persistent public safety concerns and preserve safe bicycle and pedestrian access. 

The changes are aimed at reducing crime and improving public safety in the area around Couch Park. Residents, business owners, and public safety partners have reported increased narcotic use and sales, assault and harassment toward pedestrians and cyclists, and challenges faced by emergency responders navigating the area. 

 The locations are: 

  • NW 20th Avenue between Everett and Flanders 
  • NW Johnson Street between 14th and 15th
