The following grant opportunities are currently active and accepting applications:
Affordable Commercial Tenanting Grant
Prosper Portland provides funding to property owners and small business owners who are in the process of negotiating a lease. Grant funds may be used for tenant improvements, space-related soft costs, and permitting support to ready space to open for business.
Who's Eligible: Property owners and business owners in the Interstate Corridor TIF District and the Gateway Regional Center TIF District.

East Portland Action Plan: Community Support Fund Event Sponsorships
EPAP's Community Support Fund will sponsor activities that provide basic community needs, support essential services, and foster healthy community connections in East Portland. Approximately $15,000 total funding is available, and applicants can request up to $3,000 for projects that occur between May 1, 2026 and May 1, 2027.
Who's Eligible: Everyone is welcome to apply; priority will be given to organizations lead by and serving communities historically underserved by the City of Portland.
Application Deadline: April 8, 2026 at 12:00 p.m.
Local Small Business Expanded Repair/Restore Grant Program
Prosper Portland provides funding to small businesses located in the City of Portland that have sustained physical and economic damage due to break-ins and vandalism. Grants assist eligible businesses to remain open and operational and contribute to maintaining a healthy street environment. Eligible entities may receive up to $25,000 over the life of the program for eligible repairs.
Who's Eligible: Small businesses and nonprofit organizations occupying a ground-floor storefront

Prosperity Investment Program
Prosper Portland offers matching, reimbursable grants that help businesses and property owners make tenant improvements and small and large-scale improvements to new and existing buildings.
Who's Eligible: Businesses and property owners in the following TIF Districts: Central Eastside, Gateway Regional Center, Interstate Corridor, Lents Town Center, Old Town, and North Macadam.

Arts & Culture Grants
Operating Support for Arts Organizations
The Office of Arts & Culture provides direct, unrestricted operating support to eligible nonprofit arts organizations in Portland. The next opportunity to apply for Operating Support will be in the summer of 2026. Community members can review and comment on a draft of the grant guidelines until April 1, 2026.
Small Grants for Artists and Arts Organizations
The Office of Arts & Culture is partnering with three local arts-focused grantmakers to distribute small grants to individual artists and arts organizations. Grants range from $500 to $5,000 each, and focus on supporting creativity, innovation, and career development within Portland’s vibrant arts community. Deadlines vary; check Small Grants website for details.
Business and Labor Grants
Reimagine Oregon Economic Opportunity Investment Fund Grant
Prosper Portland will launch the Reimagine Oregon Economic Opportunity Investment Fund in Spring 2026. In accordance with Portland City Code 06.07.145, these grants will support neighborhood small businesses, including women-owned and minority-owned businesses, such as business incubator programs, management training and job training opportunities, and provide economic opportunity and education to communities disproportionately impacted by cannabis prohibition.
Small Business Digital Transformation Grant
The Portland Small Business Digital Transformation Grant supports Portland small businesses experiencing budget constraints in making the digital transformation leap.
Small Business Stabilization - Restore Grant
This grant provides financial reimbursement support for small businesses within Portland that have eligible expenses related to security, prevention, damages, and vandalism occurrences since January 2022.
Supportive Workforce Opportunity Grants
This grant program will fund local organizations to deliver population-sensitive, supportive workforce opportunities for individuals who are referred from Portland City and/or Multnomah County Shelter Sites.
Community Grants
Community Livability Grants
Prosper Portland provides grants to community-based organizations for projects that promote healthy, complete, and resilient neighborhoods and respond to and respect the diversity of its residents. Eligible applicants include nonprofit organizations, neighborhood and business associations, and neighborhood groups. Property owners may also be eligible. This grant accepts applications once per year in the Spring.
Environmental Grants
Clean Air Construction Grants
This program offers up to $50,000 for each qualifying piece of nonroad equipment over 25hp or on-road dump trucks and concrete mixers. Contractors may apply for financial assistance for equipment not currently complying with Clean Air Construction emissions standards to complete engine replacement, repower, and retrofit. Grants are offered quarterly, with deadlines on February 21, May 16, September 12, 2025, and January 24, 2026.
Lead Hazard Control Grant Program
The Portland Lead Hazard Control Program provides an evaluation of lead-based paint hazards and financial assistance to reduce lead-based paint hazards in pre-1978 housing occupied by qualified low and moderate-income households. The grant provides eligible home and property owners an opportunity to improve their home's health, safety and property value.
PCEF Community Grants
The Portland Clean Energy Community Benefits Fund (PCEF) supports projects that reduce greenhouse gas emissions and improve climate resiliency in ways that advance economic, social, and climate justice for our under-resourced communities. There are two types of Community Grants—planning and implementation grants—across six funding categories:
- Energy efficiency and renewable energy
- Regenerative agriculture
- Green infrastructure
- Workforce and contractor development
- Transportation decarbonization
- Other greenhouse gas reducing projects
Who's Eligible: Only nonprofit organizations, including fiscal sponsors, may apply.
Percent for Green Grants
The Percent for Green grant program is open to community groups who would like to complete large-scale green infrastructure projects that provide broad benefits for watershed health and the community.
Portland Harbor Community Grant
Portland Harbor Community Grants support community-led projects and programs related to the Portland Harbor Superfund.
Neighborhood Grants
East Portland Action Plan Grant Opportunities
EPAP's competitive grant program allocates funds to organizations and groups working on accomplishing East Portland Action Plan items. The Grants Committee awards Civic Engagement, Community Support Fund, General, and Municipal Partnership Grants.
