East Portland Action Plan Grant Opportunities

EPAP’s competitive grant program allocates funds to organizations and groups working on accomplishing East Portland Action Plan items. Each year the Grants Committee awards General, Civic Engagement, and Community Support Fund Grants.

East Portland Action Plan’s Mission: The East Portland Action Plan (EPAP) is charged with providing leadership and guidance to public agencies on how to strategically address community-identified issues and allocate resources to improve livability for neighborhoods in East Portland.

The Action Plan was designed by and for the community to:

  • Improve the quality of life for East Portland residents
  • Foster strong community connections
  • Increase the area’s regional significance
  • Enhance equity and prevent displacement
  • Below is the EPAP Service Area Map in which project must happen, and for whose community members projects are for.

Due to limited funds, communities that have received EPAP General, or Civic Engagement Funding in the last two fiscal years, DO Not Qualify at this cycle. This restriction does not apply to Community Support Fund Event Sponsorship.

***Community Support Fund Event Sponsorship OPEN

This Community Support Fund's purpose is to help provide basic community needs, support essential services, and foster healthy community connections through events sponsorship. 

Here are approximately $15,000 total funds available for this funding cycle. Project requests may be for up to $3,000 in funding.

Application opens: Wednesday, March 4th, 2026

Application Deadline: Wednesday, April 8, 2026, AT 12:00PM

For projects happening between May 1, 2026 - May 1, 2027

Projects we will consider supporting include:
•    Supporting basic community needs and essential services, such as medical assistance, food and housing related services, transportation and mobility assistance, support services for the most vulnerable.
•    Supporting healthy community relationships by creating/maintaining social connections, such as support for groups who need assistance in communicating with community members or community events bringing East Portlanders together.
•    Projects that primary serves people of East Portland
•    Project happening between 05/1/26 – 5/1/27.

There are approximately $15,000 total funds available at this time and project requests may be for up to $3,000 in funding. Everyone is welcome to apply; priority will be given to organizations lead by and serving communities historically underserved by the City of Portland.

April 30, 2026 - Award Decisions made.

General Grant's goal is to improve livability and prevent displacement in East Portland by funding projects that implement strategies and items identified in the Action Plan.

There are approximately $45,000 total funds available for this funding cycle. Project requests may be for up to $8,000 in funding.

For projects happening between Mar 1, 2026 - Mar 1, 2027

EPAP Civic Engagement Event Sponsorship Purpose: to encourage civic engagement in under-supported communities and ethnic culturally specific communities with language appropriate communication that leads to further community involvement of people not usually included in decision making.

There are approximately $45,000 total funds available for this funding cycle. Project requests may be for up to $8,000 in funding.
