In September 2025, after weeks of escalating rhetoric, President Donald Trump announced on social media that he would send "all necessary Troops" to Portland.

Mayor Keith Wilson responded that the President will not find lawlessness or violence here and the number of necessary troops is "zero."

Mayor Wilson: Federal deployment is unwanted, unneeded, and un-American.

Local leaders, including Portland City Councilors, Oregon Gov. Tina Kotek, U.S. Senators Ron Wyden and Jeff Merkley, and many others have joined Wilson to denounce the federal deployment and urge Portlanders to act in peace.

The City of Portland and the State of Oregon are fighting the order in court. Oregon Attorney General Dan Rayfield said the deployment was "not acceptable" and did not meet the legal necessary requirements, since there is no invasion and no insurrection.

On Nov. 7, U.S. District Judge Karin J. Immergut issued a final order barring the Trump administration from deploying National Guard troops to Portland, after hearing arguments and evidence in a three-day trial.
