Portland's Federal Grants

Information
Portland relies on federal grants to fund programs and infrastructure that directly benefit our community. The City is currently managing about $340 million in active federal grants, with more than 90 percent going toward housing and transportation.

Federal grants are currently under scrutiny. The White House has directed federal agencies to review their grants for alignment with President Trump’s priorities and executive orders. In particular, in order to secure new federal grants, and renew existing grants, the city must certify that Portland complies with lawful grant requirements, such as federal anti-discrimination laws as interpreted by federal judges.

In July 2025, Mayor Keith Wilson issued an executive order to preserve federal funding while maintaining the City's commitment to diversity, equity and inclusion.

Why are federal grants important? 

Federal grants make up about 4% of the City of Portland’s overall budget of $8 billion. They play a vital role in our communities, supporting safer streets, affordable housing, public safety, gun violence reduction, and other things that make Portland a better place to live.

Federal grants also help the state of Oregon and local counties pay for schools, freeways, safety net programs, emergency responders and other vital services.
