The City of Portland is committed to protecting the public's health and safety.

Portland City Code and administrative rules establish civil penalties against the owners of property where a detention facility is located who allow chemical residues, like tear gas, to be released beyond the property and into the public right-of-way or adjacent property.

Anyone who believes that prohibited chemical substances are released in violation of City Code are encouraged to report using this form.

Completing this form does not initiate a formal investigation into federal officers. To do that, file a complaint with the DHS Office of Civil Rights and Civil Liberties or consult an attorney.
