How to report a problem near the ICE facility

Here's how to report problems near the federal Immigration and Customs Enforcement (ICE) facility in Portland's South Waterfront neighborhood. Find links to report excessive use of force, campsites, graffiti, noise, and more.

The City of Portland has received reports about problems stemming from federal enforcement and public demonstrations near the ICE facility.

This page explains how to report concerns — including excessive force, campsites, graffiti, or noise — and how to find resources for legal help or filing grievances with the federal agencies responsible for the facility and the agents assigned there.

While the City does not oversee federal operations, we are committed to ensuring that all people are heard and that everyone's rights are respected and protected. To support this commitment, the City has created this webpage to connect the public with reporting options, legal resources, and channels for raising concerns.

The City has publicly opposed the use of excessive force by federal agents and the broader enforcement approach of the Trump Administration. All people — including those impacted by immigration actions and those who peacefully protest — deserve to be treated with dignity, fairness, and respect.

Federal misconduct

If you have experienced or witnessed potential misconduct such as excessive use of force, report an allegation to the Department of Homeland Security Office of Inspector General. Or consult an attorney (see below).

Portland Police

The ICE facility is guarded by federal law enforcement, not the Portland Police. However, Portland Police officers are sometimes posted on the streets outside the facility to maintain public safety. You can make complaints or commendations about the conduct of Portland Police officers to the Independent Police Review. Please note that local law enforcement is not legally permitted to intervene with federal law enforcement activities except in extremely limited circumstances.

Campsites

You can report campsites near the ICE facility to the Impact Reduction Program. When campsites are reported, the City dispatches a team to clean up trash, provide resources, and assess health and safety. The highest-risk sites are scheduled for removal, and personal property is safely stored. Report a Campsite.

Crime

In an emergency, call 911.

If it is not an emergency, report criminal activity by calling the Non-Emergency Public Safety Line at 503-823-3333. You can also report common property crimes, like vandalism, by filing a police report online. File a Police Report.

Graffiti

You can report graffiti around the ICE facility to the Graffiti Program. The City works to remove graffiti on public property and can assist residents, businesses, and non-profits who meet eligibility criteria. Report Graffiti.

Helicopter Noise

Many community members have expressed frustration about an increased presence of helicopters, which appear to be related to federal law enforcement. However, the City does not have the authority to enforce noise from aircraft. 

Protest Noise

Based on the City's Noise Code, the City can investigate and possibly enforce amplified sound, like the use of bullhorns, amplifiers, and live bands. The City does not have the authority to enforce noise from non-amplified human voices. Report Noise (for amplified sound, use the "Human Voices" or "Music" options)
