Agenda item 15 is the next step to creating a seamless acquisition of the Ellington Apartments by Portland Housing Bureau. As the first purchase of the newly approved Affordable Housing Bond, PHB is requesting approval to assume management of the building and its tenants until new management is found. The ultimate goal for the Ellington is to convert current market rate units into affordable housing apartments and maintaining stability for the residents who currently live there.
