About the Proposed Parkrose ESD
Historic Parkrose and the Parkrose Forward Strategic Plan Leadership Group is proposing a new ESD that will be called, Parkrose Forward. The Parkrose Forward vision is to foster a clean, safe, and welcoming district where commerce, industry, and community grow together. The proposed programs and services that will be provided by Parkrose Forward include:
- District cleaning and environmental maintenance
- Ambassador and outreach services
- Industrial and commercial district connection programs
- Business engagement and district communication
- District advocacy and public agency coordination
The Parkrose Forward Strategic Plan Leadership Group will present their proposal to City Council during the Summer of 2026. If approved by City Council, the new Parkrose Forward ESD will be managed by Historic Parkrose and will launch on July 1, 2027. The ESD will have a 10-year lifecycle and will be governed by two five-year contracts with the City. The first property management license fee notices will be mailed to ratepayers, by the City's Revenue Division in May 2027. All Parkrose Forward ESD budget priorities, programs and services will be overseen by a Board of Directors comprised of local Parkrose ratepayers or their appointed representatives. All City contracts will be overseen by the City's ESD Coordinator. All property management license fees will be collected and distributed by the City's Revenue Division.

*Please note that the Historic Parkrose has requested the following exemptions from the property management license fee (ESD fee): owner-occupied detached single-family homes, owner-occupied portions of duplexes, triplexes, and fourplexes. The aforementioned properties would not be responsible for paying the property management license fee.
**(6/24/26 UPDATE) The community-driven Parkrose Forward ESD proposal is moving forward and will be presented to the City Council's City Life Committee on July 14, 2026. This committee will hear the ESD proposal and will vote on whether to pass it onto the full City Council for a vote. The public will have an opportunity to provide written and/or verbal testimony at both the City Life Committee and the full City Council hearing. This ESD proposal will only be authorized if a majority of City Councilors vote to approve the proposal at the full City Council. Information on how to provide written and/or verbal testimony will be added to this page once a City Council agenda item is created by the Council Clerk.

****(7/20/26 UPDATE) Historic Parkrose and the Parkrose Forward Strategic Leadership Group have decided to pause their ESD proposal to focus on additional community outreach and engagement. If/when a new ESD Petition Packet is submitted by Historic Parkrose and the Parkrose Forward Strategic Leadership Group, this website will be updated to reflect new information and an updated timeline. As of today, there are no planned City Council hearings on this matter. **(7/14/26 UPDATE) After tabulating the results of the Proposed Ratepayer Survey, it was found that less than 5% of the district's proposed ratepayers (by value of the entire district) oppose the Parkrose Forward ESD proposal put forth by Historic Parkrose and the Parkrose Forward Strategic Leadership Group.
About Enhanced Services Districts
The City of Portland Enhanced Services Districts (ESD) Program is governed by City Code 6.06 and overseen by the City's ESD Coordinator. There are thousands of place management districts across North America that go by many different names, including Business Improvement Areas (BIAs), Business Improvement Districts (BIDs), Community Benefit Districts (CBDs), Economic Improvement Districts (EIDs), Public Improvement Districts (PIDs), and so forth; in Portland, they are known as Enhanced Services Districts or ESDs. ESDs are intended to expand upon basic city services, adding economic resiliency, vibrancy, and vitality to a district.

- (Commercial Multi-Family) Residential properties
- Excludes owner-occupied detached single-family homes, owner-occupied portions of duplexes, triplexes, and fourplexes
- (square root of building square feet x $20.00) + (square root of parcel square feet x $8.00) = property management license fee (PMLF Subtotal)
- Apply Residential Rate Cap
- Multiply number of non-low-income units by the $150.00 Residential Rate Cap = residential rate cap (RESI Rate Cap Subtotal)
- Multiply number of low-income units by the $35.00 Low-Income Residential Rate Cap = low-income residential rate cap (Low RESI Rate Cap Subtotal)
- RESI Rate Cap Subtotal + Low RESI Rate Cap Subtotal = Updated PMLF Subtotal
