If you are a ratepayer in the Clean & Safe District and received this mailer, you're in the right place.

Downtown Portland Clean & Safe, a non-profit that serves the oldest of Portland’s Enhanced Services Districts (ESDs), has petitioned the City of Portland asking for revised boundaries, a rate structure overhaul that will include residential rate caps, and a new 10-year district reauthorization.

Services provided by the district

The services Downtown Portland Clean & Safe Enhanced Services District (ESD) provides its ratepayers include: 

  • Sidewalk cleaning and graffiti abatement
  • Public safety, street outreach, retail support and marketing
  • Holiday lighting, visitor ambassadors, and crow abatement

These services are funded through a Property Management License fee (City Code 6.06) paid by property owners and property management companies within the ESD.

Next steps

If Downtown Portland Clean and Safe’s petition is successful, the expansion, rate structure overhaul, and district renewal may be implemented as early as Aug. 1, 2025. 

City Council must approve the proposed changes at a public hearing. When scheduled, separate notice of the City Council hearing will be mailed to all ratepayers as defined by City Code 6.06.010, in the existing district and proposed expansion areas.

Attend the City Council hearing on Oct. 31 at 2:45 p.m. The link to register to testify orally, or to submit written testimony, is posted in the agenda for the City Council hearing by 9 a.m. the Friday before the hearing.
