The Central Eastside Industrial District is one of three Enhanced Services Districts where property management license fees are collected in order to fund enhanced services such as trash cleanup, events, visitor attraction, and business development.
About Enhanced Services Districts
The City of Portland Enhanced Services Districts (ESD) Program is governed by City Code 6.06 and overseen by the City's ESD Coordinator. There are thousands of place management districts across North America that go by many different names, including Business Improvement Areas (BIAs), Business Improvement Districts (BIDs), Community Benefit Districts (CBDs), Economic Improvement Districts (EIDs), Public Improvement Districts (PIDs), and so forth; in Portland, they are known as Enhanced Services Districts or ESDs. ESDs are intended to expand upon basic city services, adding economic resiliency, vibrancy, and vitality to a district.

About the Central Eastside ESD
The Central Eastside ESD was established in 2019 and renewed in 2022. The Central Eastside ESD is managed in partnership with Central Eastside Together. Central Eastside Together aims to foster a safer district, enhance the pedestrian experience, reinforce economic viability and promote Central Eastside’s unique identity through innovative and highly-responsive programs.
