Portland City Council Holds First Oversight Hearing

Portland City Council will hold its first Oversight Hearing on Thursday, April 23, convening as the Committee of the Whole. The hearing is required under Resolution 37734, sponsored by Councilor Mitch Green, Councilor Candace Avalos, and Councilor Angelita Morillo.

Oversight hearing on unbudgeted Portland Housing Bureau funds

The Resolution directs City Administrator Raymond Lee to release public records related to unspent surplus funds and to appear before Council. Councilors are seeking information about why millions in unused housing funds went undisclosed to Council for several months. Public officials from across the City will attend the hearing. 

"Formal oversight is about transparency, and it's not about blaming individuals or even bureaus. If we want to avoid making the same mistakes in the future, we need to see where things have gone wrong in the past and make corrections. And if we want to begin to repair the loss of public trust, we need to do this work in public," said Councilor Green. 

The hearing will focus on the following questions:

  • What happened to these funds, and why they were not spent in prior years.
  • Who was aware of the funds, when they became aware, and why Council was not informed sooner.
  • What factors or circumstances contributed to this information not being shared with Council, including a clear timeline of events, especially where prior accounts may differ.
  • How decisions related to these funds, and the timing of when information was shared, may have influenced the development of the Fall TAO proposal.

Oversight hearings are routine business for many city councils across the country.
