Portland City Council is in the midst of key deliberations on the Parks Levy, with councilors currently considering whether to renew the existing rate of $0.80 per $1,000 assessed value or pursue an increase.
The Council held an initial work session on June 2 and is scheduled to reconvene for a second work session on June 24 to further discuss options for renewal. Under City Code Section 3.02.030.A, the written referral language must be finalized at least three weeks prior to the referral date—this year, that means a submission deadline of June 25 for inclusion on the November 4, 2025 ballot.
If Council chooses, July 16th is the last Council hearing date before the recommended filing deadline (City Code Section 3.02.010) to refer a measure to the November 4, 2025 ballot.
The Parks Levy has become a vital funding source for maintenance, programming, and safety improvements across Portland’s park system. As the deadline approaches, Council continues to weigh community needs, service goals, and financial sustainability.
