Affirm Council support for transparency and accountability in law enforcement and urge all law enforcement personnel operating within the City to fully identify themselves and refrain from wearing masks while engaging with the community

WHEREAS, the City Council and Mayor Wilson recognize the importance of community safety and the need to foster trust between residents and law enforcement; and
WHEREAS, the presence of Immigration and Customs Enforcement (ICE) in the community has raised significant concerns among residents regarding safety, privacy, and the well‑being of Portland's immigrant population; and
WHEREAS, the Council remains committed to upholding the values of inclusivity, respect, and dignity for all individuals residing in Portland.
NOW, THEREFORE, BE IT RESOLVED that the City Council affirms its support for transparency and accountability in all law enforcement activities; and
BE IT FURTHER RESOLVED that City Council calls on all law enforcement personnel operating within the City to fully identify themselves and refrain from wearing masks while engaging with the community, in accordance with state law.
