Outline decision-making criteria for the designation of Council meeting items to the consent agenda

Resolution

WHEREAS, in Resolution 37492, the City of Portland adopted anti-racism, equity, transparency, communication, collaboration, and fiscal responsibility as the core values of the City of Portland; and

WHEREAS , the City Council of the City of Portland commits to conducting their duties in accordance with these core values; and

WHEREAS, transparency and communication are integral to the operations of city governance; and

WHEREAS; the consent agenda is an important tool for the efficient and streamlined  transaction of routine, non-controversial items of city business; and

WHEREAS, Portland City Code 3.02.020 provides the types of agenda items that may be placed on the consent agenda; and

WHEREAS Portland City Code 3.02.030 provides for the actions regarding procedure for the consent agenda; and

WHEREAS the criteria for designating items to the consent agenda has been assigned to the Office of the Council President.

NOW, THEREFORE BE IT RESOLVED, according to the City values of collaboration, transparency, and communications, the Office of the Council President commits to sharing the decision criteria for the designation of items to the City Council Meeting consent agenda; and

BE IT FURTHER RESOLVED, appointments and confirmation of Portlanders to city boards, commissions, committees, and advisory bodies, shall be designated to the consent agenda; and

BE IT FURTHER RESOLVED, items placed on the city council agenda that are routine, administrative in nature, and required for the operations of regular city business, shall be designated to the consent agenda; and

BE IT FURTHER RESOLVED; items referred to City Council by a Council Committee with unanimous approval of all committee members, in consultation with the committee chair, shall be designated to the consent agenda; and

BE IT FURTHER RESOLVED, not withstanding the guidance contained here within, the Council President retains discretion to designate items to the consent agenda; and

BE IT FURTHER RESOLVED, this resolution is non-binding city policy.
