Establish a Portland City Council Governance Handbook to collect policies, procedures, and current practices to support City operations and improve transparency

WHEREAS, the Portland City Council recognizes that policies, procedures and practices regarding city operations are currently found in different sections of City Charter, City Code, City Administrative Rules, and city communications; and

WHEREAS, the Portland City Council recognizes that collating and collecting these policies, procedures and practices in one document can support operations and governance of the City of Portland; and

WHEREAS, the Portland City Council recognizes Transparency, Communication and Collaboration as City Core Values; and

WHEREAS, the Portland City Council recognizes that establishing a Portland City Council Governance Handbook supports the City Core Values of Transparency, Communication and Collaboration.

NOW, THEREFORE, BE IT RESOLVED, the Portland City Council will establish a Portland City Council Governance Handbook, as shown in Exhibit A; and

BE IT FURTHER RESOLVED, the Portland City Council will review and update the Portland City Council Governance Handbook as additional relevant policies, procedures and practices are established and formalized; and

BE IT FURTHER RESOLVED, this Resolution is non-binding City policy.
