Appoint Cathy Keathley to the Home Forward Board of Commissioners for a term to expire July 15, 2029

Adopted

WHEREAS, the City Council adopted Resolution 22081, December 11, 1941, establishing the Housing Authority of Portland according to Oregon Revised Statutes (ORS) 456.095 through 456.720; and

WHEREAS, Commission members must be appointed by Resolution directed by ORS 456,095(2) and ORS 456.100 (4); and

WHEREAS, the City of Gresham has recommended Cathy Keathley for appointment to the Home Forward Board of Commissioners. 

NOW, THEREFORE, BE IT RESOLVED, that the Council for the City of Portland, Oregon appoints Cathy Keathley to the Home Forward Board of Commissioners for a term to expire July 15, 2029.

Impact Statement

Purpose of proposed legislation and background information

This legislation is proposed to allow Home Forward to appoint a Gresham representative to a vacant seat on their Board of Commissioners. Appointments to the Home Forward Board of Commissioners require Portland City Council approval by resolution per ORS 456.095 and ORS 456.100.

Community impacts and community involvement

This legislation will allow for Home Forward’s Board of Commissioners to continue to hold public meetings with a quorum so they may continue to make important decisions around affordable housing.

The nominee has been selected and approved by the City of Gresham in a separate process. The nominee and representatives from Home Forward will be available as needed at committee or full Council. This appointment will help ensure the Home Forward Board is responding to Portland’s local needs and continues coordination on the delivery of affordable housing supply.

Home Forward manages and develops much of the city of Portland’s affordable housing. If this seat is not filled it may have a negative impact on their decision-making abilities, which could delay projects.
