Adopt committee rules
WHEREAS, Resolution 37696 established City Council Committees: and
WHEREAS, Sec. 2-111 of the Charter of the City of Portland (Chapter) Provides that Council shall determine its own rules of procedure; and
WHEREAS, Portland City Cody (PCC) 3.02.050 (D) provides that Council may adopt committee rules and procedures by resolution; and
WHEREAS, committee rules provide a procedural framework for committees to operate. Council will adopt committee rules by resolution.
NOW, THEREFORE, BE IT RESOLVED that committee Rules are adopted as provided in the attached Exhibit A.

Purpose of proposed legislation and background information
On November 8, 2022, voters approved Portland Measure 26-228. The Measure significantly amended Portland’s City Charter. The Measure generally established a mayor-council form of government with a City Administrator, created four new geographic districts with three councilors represented in each district, and called for a new system of electing City officials using Ranked Choice Voting.
On September 27, the City Council approved Ordinance 191461, “Amend Council Organization and Procedures Code to align with Measure 26-228 (replace Code Chapter 3.02), established opening rules for the new City Council which took effect on January 1, 2025, and on November 20, 2024, the City Commission approved Ordinance 191973, “Amend Code to align with the amended City Chapter approved by voters in Portland Measure 26-228 (amend Code Titles 2, 4 ,9 ,22 ,23 and 30, replace Code Titles 3 and 17 and repeal Code Title 8) “, affirming these changes to Title 3.
Chapter Section 2-111 provides that Council shall determine its own rules of procedure and Portland City Code (PCC) 3.02.050. D provides that council may adopt committee rules and procedures by resolution. This resolution adopts Committee Rules.

Committee Rules govern committee procedures. It is common practice for governing bodies to adopt committee rules. These rules must be consistent with Portland City Charter, Portland City Code, City council Rules of Procedure, and relevant state law. Rules of order, newly Revised will resolve procedural issues not covered in the adopted Committee Rules.
Adopting Committee Rules provides members of the public with a clear understanding of committee procedures. The rules include (1) the Chair’s is responsibilities; (2) Committee quorum; (3) public notice of committee meeting and agenda; (4) agenda items filing and posting; (5) public access and public testimony; (6) meeting recording; (7) committee deliberations; (8) committee action and recommendation on agenda items; (9) motions; (10) documents to accompany agenda items; (11) suspension of committee rules.
