Adopt the Budget Calendar for FY 2025-26
WHEREAS, on October 30, 2002, City Council approved ordinance #176988, authorizing a contract with the Government Finance Officers Association (GFOA) for an assessment of the City’s budget systems and processes; and
WHEREAS, in July 2003, GFOA presented its Analysis and Recommendations of the Operational Review of the Budget Function; and
WHEREAS, one of the recommendations included in GFOA’s report was that City Council should adopt the Budget Calendar to express its commitment to the smooth and orderly development process; and
WHEREAS, on October 15, 2003, City Council adopted resolution #36173 directing the City Budget Office (formerly Financial Planning Division) to annually prepare a Budget Calendar for adoption by resolution by the Council; and
WHEREAS, the Council acknowledges that the City’s budgeting process is iterative and dynamic, and while budget events and specific dates may change, the adoption of the Budget Calendar for FY 2025-26 formalizes the plan and approach envisioned by Council; and
WHEREAS, the FY 2025-26 budget process reflects changes of the charter reform, which have now taken effect;
WHEREAS, the City Council established policy committees and the ability of those committees to hold budget-related work sessions is encouraged;
NOW, THEREFORE, BE IT RESOLVED, that the City of Portland adopts the Budget Calendar for FY 2025-26, and the budget process outlined therein, as outlined in Exhibit A.

There are no financial or budgetary impacts related to this legislation, it is simply a timeline roadmap for the upcoming annual budget development process where Council will make their annual budgetary decisions.

The budget calendar is mostly driven by legal requirements of the state and includes planned dates for public hearings and community listening sessions in each District on the budget. The advance notice of these dates improves transparency for community and helps folks plan for the opportunities to engage with all of Council on their budget decision.
