Update resolution directing the Office of Management and Finance on the plan to accommodate the physical space needs of the new Mayor, City Administrator, and twelve-member City Council (amend Resolution 37638)
WHEREAS, from late 2022 through early 2024, the City of Portland’s Division of Asset Management (DAM) explored options for potential in-district Council offices spaces per Resolution 37638; and
WHEREAS, the exploration provided the City with a suggested preliminary design program for the offices and an inventory of available/viable locations, established preliminary costs, and identified options for next steps; and
WHEREAS, DAM conducted an extensive site search over the course of five months to identify prospective facilities in the four districts, including engagement with a broker, engagement with peer bureaus that also own facility assets, virtual visits, and eight in-person site visits; and
WHEREAS, there are different interpretations from members of the community and the current Council about what potential in-district facilities are intended to do; and
WHEREAS, each district may have different programming requirements, from whether or not physical offices are even needed, to how they are used to support the community, to their technological and security requirements; and
WHEREAS, as there are substantial concerns about the lack of a final design program that has been approved by the actual users of the sites, a constrained budget, and the lack of an available facility in one of the four districts, DAM recommends suspending the search for temporary in-district offices at this time;
NOW, THEREFORE, BE IT RESOLVED, Resolution 37638 is hereby amended to remove the Council requirement that DAM identify and onboard in-district offices by January 1, 2025.

Purpose of proposed legislation and background information
This is an update to Resolution 37638 to remove the Council requirement that DAM identify and onboard in-district offices by January 1, 2025. Per DAM’s recommendation, the search for and creation of in-district offices can be resumed if and as directed by future City Councils.
Financial and budgetary impacts
This amendment does not alter the budget.
Community impacts and community involvement
It is DAM’s recommendation that the City wait to conduct this effort until true programming can be guided by the users of these potential sites: the members of the future City Council, and community members in the districts. Such an effort will more meaningfully involve the public regarding the best way to support in-district community engagement goals.
The Government Transition Advisory Committee (GTAC) provided a recommendation on in-district offices as well. GTAC had majority support for three recommendations: 1.) Leave the final decision on permanent in-district offices to the future city council, 2.) Conduct robust community engagement about programming in these offices, prior to the permanent decision, 3.) Continue the City’s ongoing facilities research and scoping of in-district offices work, to accommodate the direction of the future council. DAM agrees with the first and second recommendation and, pending greater direction and input from community and City Council in the future, will continue the research and scoping work.
