Direct Bureau of Transportation to create the Towing Advisory Committee to replace the Towing Board of Review
WHEREAS, the Portland City Council adopted Resolution 37328 on November 08, 2017 to standardize policies to ensure effective functioning of advisory bodies; and
WHEREAS, the Portland Bureau of Transportation’s Regulatory Division has worked in collaboration with the Office of Community and Civic Life to examine the purpose and effectiveness of its advisory bodies and boards; and
WHEREAS, the purpose of the Towing Board of Review is to oversee and regulate the performance of tow contractors and the tow desk; and
WHEREAS, the towing industry and the needs of the community have expanded and are quickly evolving outside the scope of the existing Towing Board of Review; and
WHEREAS, the Bureau’s Towing and Private Property Impound Program is modernizing citywide standards for contracted companies, customer service, and performance metrics; and
WHEREAS, the Program needs have grown to include policy recommendations to improve service, standards, and equitable outcomes; and
WHEREAS, the existing advisory body should be restructured to meet these policy and programmatic needs; and
WHEREAS, the new Towing Advisory Committee should be flexible to accommodate future Bureau and community needs.
NOW, THEREFORE, BE IT RESOLVED that the Portland Bureau of Transportation create the Towing Advisory Committee to replace the Towing Board of Review in accordance with Bureau needs and guidance from the Advisory Bodies Program.
