Appoint Alfonzo Moore as Commissioner of the Civil Service Board for a term to expire in June 2028
TO THE COUNCIL:
The Director of Human Resources is pleased to recommend Alfonzo Moore for appointment as Commissioner for the Civil Service Board (CSB).
DUTIES OF THE BOARD:
In general, subject to rules on Hearings and Appeals, the Board shall:
- Review the suspension, demotion or discharge of a permanent employee, where the employee alleges that the discipline was for a political or religious reason, or was not made in good faith for the purpose of improving the public service.
- Review appeals of classification actions taken by the HR Director affecting an employee in the classified service, where such action is alleged to be without rational basis or contrary to law or rule or taken for a political reason.
- Review appeals of candidates for appointment or promotion to a position in the classified service, where applicant or job candidate alleges that the HR Director's decision was contrary to rules promulgated by the Director for examinations, or that the decision was contrary to law or for a political reason.
In making appointments to the Board, the Director of Human Resources has tried to reflect the perspectives of labor, management, and the general public.
- Mr. Moore will represent the perspective of the community. He is an excellent candidate, committed to the principles underlying Chapter 4 of the City Charter. His prior human resources background will prove helpful during his appointment to the Board.
As required by Charter for this appointment, Mr. Moore is a resident of the City.

Under the current Charter language, appointments to the Board are made by the Mayor, and confirmed by the Council. The Director of Human Resources is asking that Mr. Moore be appointed to a three-year term, effective upon a Council confirmation. This will enable the Board to commence their duties as soon as reasonably possible.
As Mayor, I request Council confirmation of the following appointment as Commissioner for the Civil Service Board (CSB):

Purpose of proposed legislation and background information
The purpose of the Report is to request confirmation for the appointment of Alfonzo Moore as a Commissioner for the Civil Service Board with his term to commence upon the date of confirmation determined by City Council. This appointment ensures compliance with the Charter and provides a total of three active members to support the efficiency and representation needed for reviewing appeals of personnel actions.

None. Civil Service Board Commissioners are voluntary positions appointed by the Mayor pursuant to City Charter, Chapter 4- Civil Service Board

None. Appointment to the Civil Service Board does not have economic or real estate impact.

This appointment would represent the perspective of the general public. Mr. Moore has the experience, interest and qualifications that would inherently support community involvement through participation on the Board. The actions for appointment and confirmation are largely internal to City government processes.
