Reappoint member to the Historic Landmarks Commission for a term to expire August 2, 2030

TO THE COUNCIL:

As Mayor, I request Council confirmation of the following reappointment to the Historic Landmarks Commission.

The Portland Historic Landmarks Commission (HLC) has one upcoming change that need action. The HLC is a 7-member volunteer commission which provides leadership and expertise on maintaining and enhancing the City's historic and architectural heritage. The HLC reviews new development within historic districts and major alterations to historic resources. Members must have a demonstrated interest, competence, or knowledge of historic preservation.

I recommend one candidate for reappointment.

Peggy Moretti:

  • Serving on the HLC since 2022 filling the Non-Profit Management position and is currently serving as the vice-chair of the commission.
  • Retired Executive Director of Restore Oregon and has a deep understanding of issues around historic preservation including the many challenges (technical, financial, regulatory) facing those engaged in preservation work.
  • Current member of the Board of Directors of the Bosco-Milligan Foundation/Architectural Heritage Center.
  • Current member of the Development Review Advisory Committee (DRAC) where she works to increase the understanding and collaboration between the two groups.

Statement from Peggy Moretti: Peggy believes Portland's old building stock is a treasure that needs to be stewarded and is excited about the role that these buildings can play in housing, equity, and curbing carbon emissions. She has noted that "when you do this kind of work, this work will outlive you." Peggy is also interested to continue to find opportunities to create efficiencies in the development process through her DRAC membership.

The reappointment of Peggy Moretti to a second term on the HLC will ensure she can continue to bring her expertise, leadership, and collaborative approach to the commission.

I recommend that Peggy Moretti, Nonprofit Management position, be reappointed to the Historic Landmarks Commission for the second term, as noted above.

Purpose of proposed legislation and background information

The reappointment of this Commissioner is required by Portland City Code [Title 33] to fulfill quorum requirements for Type 2 Appeals and Type 3 Land Use Reviews.

Financial and budgetary impacts

The Commissioner appointments are citizen-volunteer positions, so no revenue nor expenses are incurred by these positions.

Not applicable.

Portland Permitting & Development continually advertises positions for the Commission through its webpages, social media, announcements of upcoming positions, and newsletters; as well as those with the Office of Community and Civic Life and Neighborhood Associations. These media announcements are also widely circulated in the design, development, and neighborhood community news outlets and web pages.
