As Mayor, I request Council confirmation of the following appointment to the Government Transition Advisory Committee.
On November 8, 2022, voters approved Portland Measure 26-228, which amends the City’s Charter to include establishment of a mayor-council form of government, creation of four new geographic districts with three councilors representing each district, and election of city officers using ranked choice voting. To ensure implementation of these charter amendments is done effectively and efficiently in alignment with the City’s core values, the City seeks to create a Government Transition Advisory Committee, along with rules governing the appointment of members to the committee and the purposes and practices of the committee.
The Government Transition Advisory Committee will be responsible for:
Ensuring implementation of November 2022 voter-approved Charter amendments is done effectively and efficiently, following the City’s core values of anti-racism, equity, communication, collaboration, transparency and fiscal responsibility.
Maintaining open and consistent communication and engagement with internal and external stakeholders throughout the transition, and ensure input is meaningfully integrated into the City’s implementation of the November 2022 voter-approved Charter amendments. Other than districting-specific public input, serving as the primary solicitor and repository of public input related to the transition.
Advising the City on the November 2022 voter-approved Charter amendments transition plan and community education and engagement plan, including project schedule and project budget, resource allocation and funding strategy.
Members of the Government Transition Advisory Committee are eligible for a $500 stipend each fiscal or partial fiscal year they serve on the committee.
I am recommending the following candidates for appointments for terms running from March 22, 2023, through March 30, 2025.

Due to the short timeline of the transition, I am recommending appointment of two additional sets of members, whose terms run from March 22, 2023, through March 30, 2025:
- Four alternate members, who will actively participate in the work of the committee as non-voting members. They will be first in line to move into full committee membership, should any of the appointed committee members be unable to fulfil their full term.
- Two reserve alternate members, who will not actively participate in the committee’s work, but will stay informed on the work of the committee. They will be first in line to move into an alternate member role, should an alternate become a committee member.

Purpose of Proposed Legislation and Background Information
The Government Transition Advisory Committee consists of fifteen members. All members live, work, worship, or are enrolled in school within the City of Portland, and represent a diversity of race, gender, age, color, religion, sexual orientation, marital status, familial status, mental or physical abilities, sources of income, and geography.
The Government Transition Advisory Committee will help ensure implementation of the Measure 26-228 charter amendments is done effectively and efficiently through consistent public engagement with Portlanders.
Financial and Budgetary Impacts
The Government Transition Advisory Committee members are volunteers. They will be given small stipends for their work. The stipends have been budgeted for in the FY22-23 Office of Management and Finance budget.
Community Impacts and Community Involvement
The Government Transition Advisory Committee will work to educate and engage Portlanders on the work of the Charter transition and use public input to help advise the Chief Administrative Officer and the Charter transition team on all aspects of the transition.
With these appointments, all the positions on the Commission will be filled.
100% Renewable Goal
This legislation appoints volunteers to serve on the Government Transition Advisory Committee and will therefore have no impact on the City’s energy use. This legislation neither contributes to nor detracts from the City’s goal of meeting 100% of community-wide energy needs with renewable energy by 2050.
