Daniel Floyd Bio
Dan Floyd is currently the Chief Operating Officer and Co-Owner of Hood To Coast Race Series, President of Floyd Public Affairs, and recently co-founded a retail food brokerage called OnShelf Partners.
He has served on, and chaired, many non-profit boards including All Hands Raised, Providence Portland Medical Foundation, INCIGHT, Oregon League of Minority Voters, Friends of Baseball, and is currently the Co-Chair of the All Hands Raised Partnership Council.
Born and raised in SE Portland, he attended Portland Public Schools and Central Catholic High School. After graduation from Lewis & Clark College, he gained extensive experience in public affairs and government relations with the Northwest Grocery Association (NWGA) and Safeway Inc. He has consulted on numerous statewide and local grocery industry campaigns. Additionally, he’s been a paid consultant with the Sunshine Division, and currently with NWGA and Our Streets PDX.
Hood To Coast annually hosts participants from all 50 U.S. States and over 40 countries. Along with his business partners at Hood To Coast Race Series, he’s co-led an expansion of the company to Europe and Asia utilizing the event as a platform to create social reconnection, environmental awareness and implement goal based solutions to increase sustained physical fitness amongst an inclusive and multicultural community.
During the COVID-19 pandemic, he and Hood To Coast Race Series worked with the Sunshine Division to create the Emergency Food Distribution Network, which has now safely delivered over 6 million meals to food-insecure Portland area families and individuals.

Purpose of Proposed Legislation and Background Information
The purpose of this legislation is as follows:
- To appoint Dan Floyd as the representative from the business community on the Allocation Committee of the Portland Children’s Levy until his term expires on December 31, 2025.
The Act authorizing the Children’s Levy adopted by City Council requires that a 5-member Allocation Committee be composed of an elected representative from the Portland City Council, an elected representative from the Multnomah County Board of Commissioners, two community representatives appointed by the City Council and County Board respectively, and a representative from the business community chosen by the Mayor. The Allocation Committee is the governing board for the Portland Children’s Levy.

None. The Allocation Committee bylaws prescribe the composition of the Allocation Committee and vacancies are filled using the processes prescribed by the appointing entity. City-appointed community members of the Allocation Committee apply for membership on the Committee via the city application process for board and commission appointments.
