Reappoint Andrew Smith to the Portland Historic Landmarks Commission for a term to expire November 27, 2026

As Mayor, I request Council confirmation of the following appointment to the Portland Historic Landmarks Commission (HLC).

The Portland Historic Landmarks Commission has one upcoming change that needs action. The HLC is a 7-member volunteer commission which provides leadership and expertise on maintaining and enhancing the City’s historic and architectural heritage. The HLC reviews new development within historic districts and major alterations to historic resources. Members must have a demonstrated interest, competence, or knowledge of historic preservation.

I am recommending one candidate for reappointment to the HLC for a 4-year term running from November 28, 2022, through November 27, 2026.

Andrew Smith has faithfully served his first term on the Historic Landmarks Commission, providing excellent design advice on rehabilitations of historic buildings and new infill buildings in historic districts. He has a robust knowledge of architectural systems, design feasibility, seismic requirements, and climate impacts of construction which he has gained in his private practice and continuing education and draws from in his comments to fellow architects and applicants. He has provided a significant amount of volunteer hours toward advancing the preservation goals of the City and is excited to continue in his role as a Commissioner in the Architect category.

Statement from Andrew Smith:

Working alongside my colleagues on the Landmarks Commission over the past four years has been a positive and rewarding experience. I’m very excited to serve a second term so that we can continue to advance the role of preservation in meeting our current challenges surrounding equity, sustainability, and combating climate change.

This reappointment will ensure that the Historic Landmarks Commission will continue to provide extensive architectural expertise, including that related to seismic reinforcement, climate change resilience, and feasibility. This appointment will help the good work of the Landmarks Commission to continue on behalf of the Bureau of Development Services (BDS) and other City bureaus, the development community, and all Portlanders.

With this appointment, only one vacant position will remain on the Landmarks Commission representing the public-at-large. BDS staff is in the process of recruiting a candidate for the position.

I recommend that Andrew Smith be appointed to the Portland Historic Landmarks Commission for a second term dated November 28, 2022, through November 27, 2026.

Impact Statement

Purpose of Proposed Legislation and Background Information

The appointment of this Commissioner is required by Portland City Code [Title 33] to fulfill quorum requirements for Type 2 Appeals and Type 3 Land Use Reviews.

Financial and Budgetary Impacts

The HLC appointments are citizen-volunteer positions, so no revenue or expenses are incurred by this legislation.

Community Impacts and Community Involvement

The Bureau of Development Services continually advertises positions for the Commission through its webpage, City of Portland job opportunities webpage, NeoGov, through media announcements of upcoming positions, and through phone calls by Staff. Media announcements are widely circulated in the design, development, and neighborhood community news outlets and web pages.

100% Renewable Goal

This proposal is for an appointment of an individual to a volunteer commission; therefore, this goal is not applicable to this action.

This legislation appoints citizen volunteers to serve on the HLC and will therefore have no impact on the City’s energy use. This legislation neither contributes to nor detracts from the City’s goal of meeting 100% of community-wide energy needs with renewable energy by 2050.
