Reappoint Eric Bressman and Bill Bailey to the Building Code Board of Appeal for terms to expire August 26, 2025

As Mayor, I request Council confirmation of the following reappointments to the Building Code Board of Appeal.

The Building Code Board of Appeal consists of three regular members and three alternates. All members must be qualified by experience and training to make decisions on matters pertaining to building code issues. I am recommending two candidates for reappointments to vacant positions on the Building Code Board of Appeal for 3-year terms running from August 27, 2022 through August 26, 2025.

Eric Bressman has 43 years combined education and professional experience. The last 10 years of his professional work focused on quality control of his firm’s construction documents, specifically on code compliance and constructability. During this time, he reviewed hundreds of sets of drawings, assisted teams with complex code related issues and helped draft building code appeals applications when necessary. He served on the International Code Council (ICC) Building Code Interpretation Committee for three years between 2016-2019. He also served on the Oregon Structural Specialty Code (OSSC) Committee twice in 2018 and 2021 to assist in adoption of the 2019 and 2022 OSSC’s respectively.

Statement from Eric Bressman:

I believe the appeals process in the City of Portland allows designers to explore options that may not otherwise be available. This results in unique designs that meet the standard of life safety and public health necessary. I have used the appeals process on many projects during my career and this would be a great opportunity to give back service to my community.

Bill Bailey is the owner of an architectural firm. Over the span of his 35-year career, he has been passionate about using the building code (OSSC) as a design tool to provide creative solutions for design problems, understanding that the code is the minimum to provide fire and life safety for building construction.

Statement from Bill Bailey:

By service on the Building Code Board of Appeals, I believe I can add to (and learn more about) alternative solutions by applying my experience to fairly evaluate proposed appeals. I am a good communicator, skilled at translating complex ideas into comprehensible terms for clients, consultants and staff. I feel I can bring these skills to this volunteer committee.

These two candidates will bring a wealth of expertise and experience to the Building Code Board of Appeal in support of the Bureau of Development Services, the other City development bureaus, the development community, and all Portlanders.

With these reappointments, one member position and one alternate position remain vacant for new appointments. There are two other candidate possibilities for the open positions.

100% Renewable Goal

This legislation appoints citizen volunteers to serve on the Building Code Board of Appeal and will therefore have no impact on the City’s energy use. This legislation neither contributes to nor detracts from the City’s goal of meeting 100% of community-wide energy needs with renewable energy by 2050.
