Appoint Sarah Ross and Dan Comfort and reappoint Bryrick Shillam to the River Community Advisory Committee for terms to expire October 15, 2027
As Mayor, I request Council confirmation of the following two appointments and one reappointment to the River Community Advisory Committee (RCAC), each for a 3-year term:
The RCAC is comprised of six members who represent a variety of floating structures interests. Members are appointed by the Mayor for three-year terms and assist the bureau with the development of procedures and administrative guidelines for implementing Title 28.
I recommend two candidates for appointment and one candidate for reappointment.

Bryrick Shillam is a longtime resident, as well as a completed custom construction as a general contractor. Bryrick brings that unique perspective to the group. In addition, Bryrick is also a realtor, focusing on floating structures in the Portland metro area and working exclusively with a new floating home builder.
Bryrick Shillam statement of interest: I am excited to help the river community navigate the challenges of living on the water. I look forward to providing feedback on new or current regulations and code. I enjoy helping to provide a voice for the river community.
Sarah Ross is a long-time moorage resident and row captain within their current moorage, West Hayden Moorage (previous: Tyee, Port Captain). Sarah is row captain and responds to many weather-related issues and have become quite familiar with the challenges the community faces.
Sarah Ross statement of interest: I look forward to sharing concerns, ideas, and any other river community issues to the forefront and work with the advisory group to prioritize and address them.
Dan Comfort has lived on the Columbia River since 2001 in the floating home community. He has acted in the capacity of contractor, appraiser, and real estate agent, specializing in floating homes. He has been a Certified Appraiser for 17 years. Dan also serves on the Waterfront Organizations of Oregon board of directors and served on the JBV Board from 2021-2023.
Dan Comfort statement of interest: I appreciate the opportunity to network with and participate on the River Community Advisory Committee. I also appreciate the associated engagement with other various river-based communities and organizations. I enjoy fostering an environmentally conscience attitude, including the promotion of sustainable Construction practices on or around the river. As a long time floating home resident of 23+ years, and lover of all things water since birth, I am dedicated to serving needs within the community and to promote environmentally conscious and thoughtful practices of all sorts on and around our river system. I look forward to hearing new perspectives, as well as sharing my own unique experiences and perspectives to help serve the community where I live and work.
With this proposed appointment, all six member seats on the Committee will be filled.

These member appointments and reappointment on the River Community Advisory Committee required by Portland City Code 28.03.015. There are currently two vacancies and one expired member seat on the River Community Advisory Committee.

The Board appointments are citizen-volunteer positions, so no revenue or expenses are incurred by these positions.

There were multiple active recruitments utilizing social media as well as established River Community Organizations to reach out to their community in search of citizens wanting to get involved in the River Community Advisory Committee.
