Reappoint Derek Trost to the Noise Review Board for term to end September 1, 2027

As Mayor, I request Council confirmation for the following appointment to the Noise Review Board.

I am recommending the following candidate for reappointment.

Derek Trost is a musician, a community member and a professional in acoustics.  He has also served on boards of local nonprofits. Professionally, Derek’s design and consulting focus has been small-scale commercial and residential work, with an increasing emphasis on Live Music Venues, Recording Studios and Rehearsal Spaces. This work goes hand in hand with him also being an active professional musician. He is a problem solver and understand the physics, psychology and barriers around noise and in our community, and he values the role the Board plays in ensuring fairness and equity with administration of Title 18.

Statement of interest from Derek Trost: [excerpt] I feel strongly about identifying what is noise and what is noise pollution and the use of language and terms in code such as sound vs. noise. I believe we need to not just Identify the problem, but also identify solutions, and identify what are ordinary sound generating sounds in a city. 

With this appointment, all seats on the Noise Review Board will be filled.

Purpose of Proposed Legislation and Background Information

The Noise Review Board is comprised of five members, including three community member-at-large positions, a representative from the construction industry, and a professional in the field of acoustics. Appointments to the volunteer Noise Review Board are made for a three-year term. 

In accordance with Title 18, the Noise Review Board is charged with making decisions on noise variances for projects that range from nighttime construction projects to large outdoor concerts. The Board also works to develop long-term objectives for achieving reduction of noise levels in the community.
