Accept the Chief Procurement Officer’s Report recommending the award of contracts for vehicle and abandoned vehicle towing and storage services

TO THE COUNCIL:

On March 15, 2023, Council approved Ordinance Number 191207 for Procurement Services to competitively solicit the Vehicle Towing and Storage Services and Abandoned Vehicle Towing and Storage Services in accordance with PCC 5.33.  The Chief Procurement Officer has advertised and received proposals for RFP Number 00002100 on behalf the Portland Bureau of Transportation (PBOT), with a maximum value of each price agreement not-to-exceed $5,000,000 per contract over 5 years.  PWB rated the project estimate confidence level as High.                                                                   

Proposals were opened on June 7, 2023, and nine (9) proposals were received.  The evaluation committee reviewed the proposals and recommended awarding to the following firms in the following amounts:

Impact Statement

Purpose of Proposed Legislation and Background Information

The City contracts with several local tow companies to provide towing and storage services for various City agencies. The services provided by our Tow Contractors include accident recovery, towing hazards from the right of way, towing broken down or damaged city equipment and vehicles, transporting vehicles that are evidence in a crime, towing abandoned vehicles from the right of way, and removing dangerous RVs from the public right of way. The purpose of this report is to update Council on RFP Number 00002100, and recommend the resulting contract awards.

The Chief Procurement Officer has advertised and received proposals for RFP Number 00002100 on behalf the Portland Bureau of Transportation (PBOT), with a maximum value of each price agreement not-to-exceed $5,000,000 over 5 years.  PBOT rated the project estimate confidence level as High.         

Financial and Budgetary Impacts

The Chief Procurement Officer has advertised and received proposals for RFP Number 00002100 on behalf the Portland Bureau of Transportation (PBOT), with a maximum value of each price agreement not-to-exceed $5,000,000. Annual tow contract values will range from $300,000 to $1,000,000 per contract annually over 5 years, depending on the size of the company and estimated capacity.             

Proposals were opened on June 7, 2023, and nine (9) proposals were received.  The evaluation committee reviewed the proposals and recommended awarding to all nine firms.   

Collectively, the fiscal impact is estimated at $950,000 annually across all 9 contracts for tow providers for tow services.  The City as Towing Administration will fully recover this annual cost through tow dispatch fees and city service fees. PBOT will incur costs for towing derelict RVs and in the event that a PBOT vehicle needs to be towed. All expenses and revenues associated with these contracts are included in PBOT's Adopted FY 23-24 budget.

Community Impacts and Community Involvement

The program provides valuable services that improve the safety of our streets, support Vision Zero, and help maintain the safety of our neighborhoods by removing vehicles leaking hazardous waste and causing unsafe conditions. The program also provides roadside service to the City's fleet vehicles, and clears vehicles from collisions on freeways, local streets, transit lanes, and railroads to help reduce delays on our roadways.

The Towing Administration Advisory Committee provides a forum where administrators receive important feedback from the community, agency partners, and tow partners.
