Appoint an Independent District Commission for terms to expire September 30, 2023

REPORT TO COUNCIL

As Mayor, I request Council confirmation of the following appointments to the Independent District Commission.

As described in Chapter 3, Section 3-108 of the newly amended City Charter the Independent District Commission consists of thirteen members, all of whom must be residents of Portland. I am recommending the following candidates for appointments for terms running from January 19, 2023, through September 30, 2023.

Due to the short timeline of this commission's work, I am recommending appointment of two additional sets of members, whose terms run from January 19, 2023 through September 30, 2023:

  1. three alternate members, who will actively participate in the work of the commission as non-voting members. They will be first in line to move into full commission membership, should any of the appointed commission members be unable to fulfil their full term.
  2. three reserve alternate members, who will not actively participate in the commission's work, but will stay informed on the work of the commission. They will be first in line to move into an alternate member role, should an alternate become a commissioner member.

These candidates bring a wealth of expertise and lived experiences necessary to support the work of the Independent District Commission. Please see attached Exhibit A for short biographies of all nominees.

With these appointments, all the positions on the Commission will be filled.

Impact Statement

Purpose of Proposed Legislation and Background Information

The Independent District Commission consists of thirteen members. All members must be residents of Portland. Three alternate members and three reserve alternate members are additionally being appointed at this time to prevent delays in completion of Commission work.

Financial and Budgetary Impacts

The Independent District Commission members and alternates are volunteers. They will be given small stipends for their work. The stipends have been budgeted for in the FY22-23 Office of Management and Finance budget.

Community Impacts and Community Involvement

The work of the Independent District Commission impacts all Portlanders, which means community input and involvement in the process is vital. The Independent District Commission is required by City Charter to hold a minimum of nine public hearings regarding the districting process, eight of which are to be held within district boundaries of the proposed map, as outlined in Chapter 3, Section 3-108 of the recently amended City Charter. In addition, it is expected that each commission member will do outreach within their own community(s) for additional public input and education.

The Independent District Commission will also advise and assist the City with educating Portlanders in understanding the districts in which they reside and the process for district-based voting.

With these appointments, all the positions on the Commission will be filled.

100% Renewable Goal

This legislation appoints volunteers to serve on the Independent District Commission and will therefore have no impact on the City’s energy use. This legislation neither contributes to nor detracts from the City’s goal of meeting 100% of community-wide energy needs with renewable energy by 2050.

Budget Office Financial Impact Analysis

Each of the commissioners will receive a $500 stipend per year, for a total of $9,500, which is funded by the General Fund as a part of the funding earmarked for Charter Reform in FY 22-23 and included in OMF’s budget.
