RE:  ACCEPT THE 2023 ANNUAL REPORT OF THE PORTLAND POLICE BUREAU

The Portland Police Bureau's (PPB) Annual Report for 2023 (2023 Report) is attached as Exhibit A. Pursuant to the Settlement Agreement in United States of America v. City of Portland, Case No. 3:12-cv-02265-SI, as amended, PPB shall issue a publicly available annual report which shall include a summary of its problem-solving and community policing activities.

In May 2024, and prior to the 2023 Report being finalized and publicly released, a draft copy was provided to the Portland Committee on Community Engaged Policing (PCCEP) for its review. PPB received both feedback from PCCEP and the community at a PCCEP meeting on May 14, 2024, and invited additional written comments until June 10, 2024.  PPB also held meetings in each of its precincts on July 18, 24, and 30, 2024, respectively, and is now presenting the 2023 Report to Council.

I recommend that Council accept the report.

Impact Statement

Purpose of Proposed Legislation and Background Information

The Police Bureau (PPB) collects and collates data annually to present to its various stakeholders and City Council through an annual report.  This report focuses on the changes, challenges, goals and outcomes of the work done within the bureau and communities they serve.

While this is done pursuant to paragraph 150 of the Settlement Agreement between the United States Department of Justice and the City of Portland, PPB believes it is important to provide transparency through communication to the community as well as highlight the excellent work of its members.

Financial and Budgetary Impacts

Contributing efforts to this report are considered routine duty and are covered under the bureau's budgeted appropriations.

Community Impacts and Community Involvement

The Portland Police Bureau values the input of review boards and committees, and so on DATE, 2024, PPB presented this 2023 Report to the Portland Committee on Community Engaged Policing (PCCEP).  The bureau wanted to provide an opportunity for the 2023 Report to be reviewed and commented on in a public meeting with community member attendees.  The 2023 Report was updated in response to feedback received from that meeting.

In July 2024, the 2023 Report presented at meetings at each of PPB's precincts, where Chief Day and precinct commanders answered any questions from community members present.
