Appoint Tom Kramer to the Fire and Police Disability and Retirement Board of Trustees for term to expire December 31, 2026

As Mayor, I request Council confirmation of the following appointment to the Fire and Police Disability and Retirement Board of Trustees.

On June 14,2006, the City Council referred a series of charter amendments to the voters of the City of Portland to reform the FPDR system. The charter amendments called for the appointment of a five-person FPDR Board of Trustees, including two Citizen Trustees, nominated by the Mayor, and approved by the Council. Per the City Charter, Section 5-201(a), Citizen Trustees “shall have relevant experience in pension or disability matters and shall be nominated by the Mayor and approved by the City Council”. Citizen trustees serve a three-year term.

Biography:

Tom Kramer has 40 years’ experience working as an Employee Benefits Attorney with a primary focus on retirement, disability, and health plans. Tom believes employee benefit plans serve a dual purpose – to help employers attract, incentivize, and retain valued employees, and to protect those employees during their careers as well as provide security for retirement. Tom believes that to achieve these goals, employee benefits plans need to operate efficiently, take advantage of experts’ cost-effective services and operate pursuant to clear and clearly communicated rules that comply with legal requirements and fiduciary responsibility.

Statement from Tom Kramer:

I first encountered the FPDR Fund over 30 years ago and was intrigued by its layers of complexity. I’m looking forward to working with the FPDR, its staff, and the Fund’s Trustees toward helping the Fund continue to achieve the goals for the FPDR members and City of Portland.

I recommend Tom Kramer be appointed to the Fire and Police Disability and Retirement Board of Trustees to complete the remaining term expiring December 31, 2023, with an extended three-year term from January 1, 2024, through December 31, 2026.

Purpose of Proposed Legislation and Background Information

To appoint Tom Kramer to the Board of Trustees of the Bureau of Fire and Police Disability and Retirement (FPDR) as a citizen trustee member. Section 5-201 of the Charter of the City of Portland provides that citizen trustees are nominated by the Mayor and approved by City Council. Tom Kramer is an attorney and brings valuable public pension and benefits experience to the FPDR Board.
