Reappoint Dean Lukowicz and Laura Benedict to the Electrical Code Board of Appeal for terms to expire June 25, 2027

As Mayor, I request Council confirmation of the following reappointments to the Electrical Code Board of Appeal.

The Electrical Code Board of Appeal considers requests of permit applicants who challenge decisions of the Administrative Board of Appeals relating to the application of electrical codes. Three members and three alternates are appointed by the Mayor to serve on the Electrical Board of Appeal. Appeals heard by the board are appeals of actions taken by the Administrative Appeals Board.

One member and one alternate member are Oregon licensed journeymen electricians whose experience and training provide expertise on matters contained in PCC Title 26. One member and one alternate member are Oregon-registered electrical engineers with substantial experience in electrical design and construction. One member and one alternate member are electrical contractors experienced in electrical design and construction. Board of Appeal members and alternate members serve three-year terms.

This board meets as appeals are received.

Two actions are currently needed. I recommend two candidates for reappointment to the Electrical Code Board of Appeal.

Dean Lukowicz is an Electrical Journeyman with 25 years of experience as a journeyman, foreman, and general foreman. He is currently a project manager with Christenson Electric, and is licensed in Oregon and Washington.

Laura Benedict is a U.S Army veteran with 23 years of trade experience as an Inside Electrician and 14 years of apprenticeship training experience.

Member statement of interest from Laura Benedict: What excites me about continuing to serve on the Electrical Code Board of Appeals is the opportunity to contribute directly to ensuring the safety and efficiency of electrical installations within our community. Each decision made by this advisory body has a tangible impact on public safety and the quality of infrastructure in our region. I find great satisfaction in leveraging my expertise to interpret and apply electrical codes in a way that promotes innovation while upholding rigorous standards.

With this reappointment, two vacancies (one member and one alternate) remain.

The Electrical Code Board of Appeal consists of three regular members and one alternate. All members must be qualified by experience and training to make decisions on matters pertaining to electrical code issues.

The Electrical Code Board of Appeal appointments and reappointments are citizen-volunteer positions, so no revenue or expenses are incurred by this legislation.

The Electrical Code Board of Appeal consists of three regular members and one alternate. All members must be qualified by experience and training to make decisions on matters pertaining to electrical code issues. 

100% Renewable Goal

This legislation appoints citizen volunteers to serve on the Electrical Code Board of Appeal and will therefore have no impact on the City’s energy use. This legislation neither contributes to nor detracts from the City’s goal of meeting 100% of community-wide energy needs with renewable energy by 2050.
