Reappoint Samuel Miller, Bobby Daniels Jr. and Maurice Rahming to the Development Review Advisory Committee for terms to expire May 11, 2027

As Mayor, I request Council confirmation of the following reappointments to the Development Review Advisory Committee, each for a second 3-year term:

The Development Review Advisory Committee (DRAC) is a citizen advisory body representing those with interests in the outcome of policies, budgets, regulations, and procedures that affect development review processes. The DRAC is composed of 17 members representing different stakeholder groups, such as builders, developers, designers, and neighborhoods.

I recommend three candidates for reappointment.

Samuel Miller has owned small businesses and is on the Board of Directors for the N/NE Business Association, working with Prosper Portland to assist the BIPOC community.

Statement from Samuel Miller:

Being intentional and transparent about solutions to the needs of our business owners and to be able to affect positive changes for all citizens, but especially people of color that have been historically overlooked and left behind.  This is a problem that needs to be solved.  However, all of our City’s capacity builders need to have an opportunity to be able to reignite their opportunities to help restore our city to its former glory. 

Bobby Daniels Jr. is a Project Manager at Wenaha Group with more than 20 years of experience in design and construction. Bobby develops affordable housing and other projects for Native American communities.

Statement from Bobby Daniels:

This is an opportunity to influence much needed changes that effect all Portlanders. As a product of the City, a design professional for decades in the City, and a member of an underrepresented group within the City, I am excited to continue to bring those lenses to DRAC and the City.

Maurice Rahming is the President of O’Neill Construction Group and mentors women and minorities in the construction industry. Rahming is a member of the National Association of Minority Contractors Hall of Fame.

I look forward to working with the City towards more inclusive policies to allow diverse organizations and businesses and people to participate in all opportunities Portland has to offer.  

The reappointments of Samuel Miller, Bobby Daniels Jr., and Maurice Rahming to DRAC will continue their crucial perspectives and input in Portland's development review process. Samuel's commitment to equitable solutions for BIPOC businesses, Bobby's experience in culturally attuned affordable housing, and Maurice's advocacy for inclusivity in the construction industry will help to drive forward-looking and diverse community engagement in the city’s development review code, policies and processes.

With these appointments, all positions on the DRAC will be filled.

I recommend that Samuel Miller, Bobby Daniels, and Maurice Rahming be reappointed to the Development Review Advisory Committee for second terms dated May 12, 2024 – May 11, 2027.

Purpose of Proposed Legislation and Background Information

Portland City Code Title 3.30.030 specifies that members of the DRAC may serve up to two 3-year terms. 

Financial and Budgetary Impacts

This legislation reappoints a citizen volunteer to serve on the DRAC, a citizen advisory body, and will have no budgetary or long-term financial impacts for the Bureau of Development Services or the City.

Community Impacts and Community Involvement

This legislation will benefit the development review process and the community by supporting the continued effective functioning of the DRAC. Each of the 17 members of the DRAC represents a unique stakeholder group to the development review process; making the reappointment specified in this legislation will ensure that the member’s stakeholder group will be represented.

Since this legislation reappoints a current DRAC member, public notice regarding this legislation was not provided. 

100% Renewable Goal

This legislation reappoints a citizen volunteer to serve on the DRAC and will have no discernable impact on the City’s energy use. This legislation neither contributes to nor detracts from the City’s goal of meeting 100 percent of community-wide energy needs with renewable energy by 2050.
