Appoint Bruce Broussard, Kelly Holtz, and Tim Larson to the River Community Advisory Committee for terms to expire April 12, 2025

As Mayor and Commissioner of Finance & Administration, I request Council confirmation of the following appointments to the River Community Advisory Committee (RCAC).

Bruce Broussard has lived at the Jantzen beach moorage for 20+ years. He has served two terms on the Jantzen Beach Moorage Board, as well as serving on various non-profits. His voice will also be especially pertinent being a person of color. Bruce is also a Marine Veteran and has an active affiliate with various Non-Profits within the Community.

Bruce Broussard Statement of Interest:

I would like to thank City council and BDS for the opportunity to serve on the River Community Advisory Committee Board. As an African American and a 22yr+ resident of the Jantzen beach Moorage, as well as a former Moorage Board member, I look forward to representing my fellow River residents work on their behalf with the City on this advisory Board.

Kelly Holtz resides at the Oregon Yacht Club (Lower Willamette). She has also served the 6+ years on the Board at the Oregon Yacht Club, holding posts from Secretary to Commodore (Board Chair). She also was the Dredge Project Manager in 2020. Kelly's experience and enthusiasm will be a great benefit to this committee. In addition, Kelly has also participated in many non-profits such as;

  • Oaks Bottom Habitat Enhancement Project 2017-2018
  • BDS Willamette River Plan/South Reach 2018-2020
  • Calm Water Coalition 2018-present
  • One More Time Around Again Marching Band 1998- present

Kelly Holtz Statement of Interest:

As the resident of a floating home on the Willamette River, I am intensely interested in how we can work together to make our river healthier and safer. I’m looking forward to using my experience as a moorage leader and homeowner to help improve Title 28 building codes. Thank you for this opportunity to serve the Portland river community.

Tim Larson is a current Sauvie Island Moorage Resident. He has recently completed a three-year appointment as a Citizens Advisory Council member on the recent 20-year review and revision of the Multnomah County Charter. In 2009 Tim also spearheaded a Citizen petition to the Oregon State Marine Board for revised regulations regarding wake producing water craft. Tim is currently working closely with the Multnomah County Sheriff’s Marine Patrol regarding the growing crime and pollution caused by illegal Liveaboard boats on the Multnomah Channel, as well as successfully changing the parking designation on Ferry Road through efforts by Commissioner Meieran’s office, Metro Parks, and the Multnomah County Road Department. Tim’s Experience and his association with the Multnomah County Government will help build a needed bridge between the City and County at this critical time when Multnomah County is considering adopting the CoP Title 28 Floating Structure Code. The adoption of this Title could be instrumental as a tool utilized by our Code compliance inspectors responding to complaints at moorages outside of the city but through our MOU with the county would be able to deal with very real life and Fire safety issues that are currently nonaddressable by our staff due to lack of code to cite.

Tim Larson Statement of Interest:

I am grateful to have this opportunity to contribute to solving the many problems on the Willamette River. I feel that a renewed effort has to be made to clean up the water that is being polluted with untreated sewage and chemicals from the derelict vessels up and down the river, and I will do my best to get this done. 

With this proposed appointment, all six member seats on the River Community Advisory Committee will be filled.
