Accept the 2024 Portland Police Bureau Annual Report

The Portland Police Bureau's (PPB) Annual Report for 2024 (2024 Report) is attached as Exhibit A. 

Pursuant to the Settlement Agreement in United States of America v. City of Portland, Case No. 3:12-cv-02265-SI, as amended, PPB must issue a publicly available annual report which shall include a summary of its problem-solving and community policing activities.

In April 2025, and prior to the 2024 Report being finalized and publicly released, a draft copy was provided to the Portland Committee on Community Engaged Policing (PCCEP) for its review. PPB received both feedback from PCCEP and the community at a PCCEP meeting on April 30, 2025. PPB also hosted hybrid meetings at each of its precincts on the evenings of May 27, 2025 at East Precinct, June 3, 2025 at Central Precinct, and June 10, 2025 at North Precinct, respectively, and is now presenting the 2024 Report to Council.

Purpose of Proposed Legislation and Background Information

PPB collects and collates data annually to present to various stakeholders and City Council to increase transparency, community engagement, and meet the requirements of the Settlement Agreement. This report includes information on PPB’s work in 2024 to implement its priorities, including transforming the dynamic between police and the people we serve, reducing crime and the fear of crime, and organizational growth and development.

Financial and Budgetary Impacts

Contributing efforts to this report are considered routine duty and are covered under PPB’s budgeted appropriations.

Economic and Real Estate Development Impacts

Acceptance of this report has no economic and real estate development impacts.

Community Impacts and Community Involvement

Preparation and development of this report has included presentations to community, including the Portland Committee on Community Engaged Policing, and at evening hybrid meetings hosted at each of PPB’s three precincts on May 27, 2025 at East Precinct, June 3, 2025 at Central Precinct, and June 10, 2025 at North Precinct.  These recorded meetings are available for public review on PPB’s website. This feedback and engagement allowed PPB leadership to speak directly with community members about the report, answer questions, and consider feedback to incorporate into the final report.
