Appoint members to the Independent Salary Commission for terms to expire August 31, 2023

As Mayor, I request Council confirmation of the following appointment to the Salary Commission.

As described in Chapter 2, Section 2-207 of the amended City Charter the Salary Commission consists of five members, all of whom must be residents of Portland who are qualified human resources professionals with compensation experience. They may not be elected or appointed city officials or employees, or candidates for City office.

The Salary Commission sets the salaries for city councilors, mayor, and the auditor by an affirmative vote of at least three commissioners. These salaries will go into effect July 1 of each odd year, except this first commission’s salaries, which will take effect January 1, 2025.

I am recommending the following candidates for appointments for terms running from March 9, 2023, through August 31, 2023. I am also recommending appointing two alternate commission members, who will also have terms from March 9, 2023. to August 31, 2023. The alternate members will participate in the work of the commission but are not voting members.

Purpose of Proposed Legislation and Background Information

The Salary Commission consists of five members. All members must be residents of Portland and qualified human resource professionals with compensation experience. They may not be elected or appointed city officials or employees, or candidates for City office.

Financial and Budgetary Impacts

The Salary Commission members are volunteers. They will be given small stipends for their work. The stipends have been budgeted for in the FY22-23 Office of Management and Finance budget.

Community Impacts and Community Involvement

The work of the Salary Commission impacts who is able to run for office in Portland, which means community input and involvement in the process is vital.

With these appointments, all the positions on the Commission will be filled.

100% Renewable Goal

This legislation appoints volunteers to serve on the Salary Commission and will therefore have no impact on the City’s energy use. This legislation neither contributes to nor detracts from the City’s goal of meeting 100% of community-wide energy needs with renewable energy by 2050.
